"An Act relating to health insurance; and providing for an                    
effective date."                                                               
                                                                               
and recommends it be replaced with:                                            
                                                                               
CS FOR HOUSE BILL NO. 300(HES)                                                
"An Act relating to patients' rights under health insurance; relating         
to review of health insurance treatment plans; prohibiting certain             
health insurance practices."
